Blueprint Social is run by Graham Phillips and Tom Humphries.  Based in East Anglia, Tom and Graham have a deep understanding of the challenges faced by  organisations across the private and VCSE sectors. 

 Graham has been the social investment and funding policy lead at a county council for 11 years. He has initiated the county councils’ social investment programme, leading to the council being recognized as the leading UK local authority in its use of outcomes partnerships. Prior to working at county council level Graham worked on homelessness, and homelessness legislation in  Washington DC, with a focus on  the labour market and skills development.

Tom has been the Strategic Skills  Policy Manager, and Adult Education Budget Manager at county council level for over 5 years. Prior to that  he was Head of Contracts and Performance at TMP and  an Impact and Influence Policy Manager for Big Lottery. Both have extensive experience in UK Government Green Book methodology, business case  development, project development from conception to delivery and supporting funding applications.
